Jack is trying to give Overwatch agents a wide berth, both because he doesn't really want to face them, and because he imagines they're not terribly keen to see him, in turn. It seems only obvious, however, that most of them would enter the tournament or otherwise be adjacent to it. It's only a matter of time, then, before he runs into Genji in the holding area, and he's glad for his tactical gear, giving him something of a buffer when it comes to this interaction.
But he's been paying attention, of course. Watches how Genji refuses to kill his defeated opponents, and backs down when he realizes Barbarus is too tough. Jack can't say he blames him--he exited the tournament himself earlier, for similar reasons.
